City 17 industrial

City 17's industrial sector is an oddity among the cities of the Combine. The city is grouped along with City 17 in terms of structure and organization, but is actually three hours away. In reality, it is an entity unto itself.



City 17's industrial sector is one of the oldest cities under the Combine's rule and was originally created around the same time as City 17. It serves as a major manufacturer, supplier of goods, and houses many manufacturing areas and warehouses. Another oddity about the city is the condition. The city is in a mix of state of the art combine technology and archaic technology of both human and combine origin.



The reason for these conditions has to do with the way funding has been distributed. The newer cities made by the combine are drawing in more attention because of their preexisting populations and as such, given more funding. Thus, City 17's industrial district falls victim due to it's odd classification, purpose, and available jobs. The previously high crime rate also caused citizens and units alike to want to be transferred out.




Originally, the city was run under the command of Sectorial commander 001 whom transferred from New York also known as city 32. The city's population however was the subject of some concern in those times. Heavy resistance activity had gripped the area and thus the city suffered a great influx of illegal activity including smuggling and arms dealing. Conditions had worsened to the point of brief rioting. Operation "Sundown" was put into effect to limit the damage and was success, however it came at a great cost. Not much information from this era is known as a lot of it has either been lost to time or poor documentation.
However, the situation resulted in the halt of resistance spread. The Sectorial commander of those times had stepped down afterwords and transferred to City 8.
